Ok I don't remember the title or author, I've gone to Google several times with no luck. So I'm hoping if I say what I remember about it perhaps someone can help me.
The cover of the book was a light blue with a girl who is half dressed in nice clothes and short hair, and the other raggity clothes with long hair.
The main characters name is rose, her mom suffered from depression and basically was neglecting rose and her sister who has down syndrome. Rose and her sister are eventually taken by CPS and at first rose tries running away with her sister by playing hide and seek in a moving truck at the foster home that the sister with down syndrome will be staying at, however they are caught. Once rose gets to her foster home her case worker gave rose a computer to see how her sister is doing. Going to school she starts learning how to try be a regular teenager, also falling in love with a boy who is the son of the lady who runs the down syndrome foster home. She buys new clothes makeup hair cut and so on and doesn't recognize herself anymore. She decides she needs to get her sister back with the help of the guy she likes that is the foster care lady's son where they run away and find their mom and convince her to make a run for it. Mom finally agrees, but insists on stopping at the grocery store first where at some point the downs sister runs out and rose chases after her pushing her sister out of the way just in time to prevent her from getting hit by a car, but unlimatly her leg gets ran over. At the end of the book she uses her crutches to go sit on the back porch where rose and the boy she likes talking for a minute and kiss.
