Does anyone have any suggestions for book the roughly follows these criteria? It could be horror or not. I’ve been looking for something along these lines but it’s hard to find anything because it’s so niche. It could also be alternate history. Kind of a Sci-fi/Cold War thriller.

Globalhead by Bruce Sterling is a collection of short sci fi stories, most of which are about the Cold War.
There’s a lot of sci fi where you can tell it was written *during* the Cold War, but the more I think about it, the more I realize I haven’t actually read many that were truly about the Cold War.
You might enjoy The Department of Truth. It’s set in a world that runs on concensus reality, so once a critical mass of people believe a thing, it becomes true.
The story centers around a secret agency that have to suppress conspiracies, or else the world will be flat, swarming with bigfoot and ruled by lizard people before you know what’s what.
It’s set in the present day, but the department is headed by Lee Harvey Oswald, so it frequently dips back to the 60s.
