cozy, whimsical, short-ish low fantasy novel without the focus on romance

I’m not the biggest fan of fantasy as a genre, but I’ve enjoyed books with fantastical elements before and I’m in the mood for something light, cozy and magical. When I say short-ish I mean anything between 200 and 500 pages since fantasy novels are sometimes quite long. No series please. No romantasy either, but I don’t mind a romantic sub-plot, if it’s not the main focus.

A fantasy book I really enjoyed for example was “Howl’s Moving Castle”, even though the story happened in a fantasy world (there wasn’t too much exposition and I really don’t like exposition). I also liked certain elements of the “Night Circus”, especially the setting, although I wasn’t a huge fan of the main storyline (I enjoyed the plot with the twins and the other boy a lot more than the main romance story.)

I know these are a lot of parameters but I hope someone can help me, I’d appreciate it a lot!
