especially about first contact, to ask : what would happen to a society who could get the answer to the question “are we alone in the universe” by just looking at the moon

youd have 2 planets with their own unique biology and civilizations, how would they contact, what would they ask, how would they communicate and what happens when they try to visit, and how civilization itself would be shaped by being able to see cities on the moon
