In "Silence of the Lambs", FBI veteran (close to retiring) Jack Crawford chooses a complete rookie Clarice Starling to interview Hannibal, someone who even the top psychologists can't understand and study. Many researchers have tried to make a report on Hannibal but given how smart he is, they have all failed.

So it's very obvious that a complete novice like Clarice would be set up to fail. In fact, at the beginning the book, Crawford himself admits that Hannibal won't give her anything but she just needs to go and report basic stuff. I don't understand the point of this exercise.

Like why pluck someone out of FBI school and give her a really tough assignment?
