They don’t have to necessarily be in power, just be highly competent at messing with the plot. I’m talking impressive levels of ruining lives. Like in a “how would you even come up with this?” sort of way. The type that’s envious/petty and possibly pathetic. The type that you could point to as the source of most of the problems. The type of character where you pay attention when they’re on screen (and preferably they appear often). Also it would be nice if there’s personal beef between them and the main character.
Sorry if it sounds odd, I just like the energy I get when I can rant not about a badly written character, but about the character themself.
(The only example I could really think of is someone like Rachel from Tower of God? She angers me but that’s what I love about her. But any character that fits the description would be great, really.)

I’m going to go WAY off the beaten path of this question and say Zenia in Margaret Atwood’s THE ROBBER BRIDE. I’m waaaaay outside this book’s target demo and it’s one of my favourite novels. Zenia is a right b*tch who SERIOUSLY screws with the three protagonists.
