"Star-crossed lovers" is the best term I can think of for this. I'm looking for a romance where the main characters are in love with each other the whole time, but circumstances get in the way.
I don't want any personal conflict between the two characters, just outside forces keeping them apart from each other. Any genre is fine, it could be romance or a non-romance book with a romantic subplot.
