I love Gormenghast and Piranesi, which are each inseparable from their setting. At least to me, the characters and plot are not as memorable or important as the location.
I'm looking for any books (in any genre, any mood) where the setting feels like the main character.

The City and the City by China Mieville
A History of Wild Places by Shea Ernshaw
The Silo series by Hugh Howey, maybe? The setting is definitely central to the series.
You might enjoy Travels with Charley: In Search of America by Steinbeck also.
House of Leaves
Word and Other Derelections is all setting, no characters
Scholomance might fit the bill, though I wouldn’t say the plot/characters are less important than the location, more that they are inextricably intertwined and dependent upon it for the entirety of the first book, and the location functions as a character in and of itself in a way.
