The goverment isn’t necessarily tyrannical to its citizen. In fact, majority of its own citizen might even support the war as it makes their country more richer and stronger.
But not everyone share this view, and the protagonist being one them.
Instead of a story about the conflict between the other nation and the war-mongering nation, it’s about the struggle from the people of that nation who wish to stop the ruler and end the war.
It can be any genre, scifi, fantasy etc., but I’m not looking for a story where the protagonist purely trying to stop the war through activism.
