I don’t know what books precisely but I do know harlequin has a sub-genre for every level of smut ever. There are series where the smut is griiiimey and explicit, where the smut is all euphemism and takes place in space, even smut where *gasp* she exposes her ankle.
It’s pulpy, it’s not all good, but it’s not all bad.
Also the secret life of addie larue has a great background romance with good balance.

I highly recommend Georgette Heyer. Hers are non- smutty romances from the Regency era. The language is a bit old-fashioned, but IMO they are wonderful. She’s my secret pleasure when I have had enough of deep books and classics.

Is Fantasy okay? Kate Daniels (a lot of action) or Mercy Thompson – both are open door or less on a spice scale and with shifters.
You might also want to look at the romancebooks subreddit and look for „no smut“, „closed door“, „open door“, …

Divine Rivals. My favorite of the books I have read this year. Fantasy, but the magic is somewhat minimal. It is an emotional read. Not a stand alone and second book comes out middle of next year just fyi.
