Not books that necessarily tell the whole mythology but new stories that take place in the world or urban fantasy with new characters that come into the world.
Preferably with Loki, but not necessarily.
Urban fantasy, high fantasy, …
No main focus on action or combat but on the world, the characters and their character development.

Didn’t Rick Riordan do a Norse mythology series akin to his Percy Jackson books? Magnus something? Never read them, but they are certainly about retellings of Norse myths.
American Gods by Neil Gaiman sounds like it’d be up your alley. Gaiman also has a book on Norse mythology titled, somewhat boringly, Norse Mythology. I haven’t read that one yet though.

American Gods by Neil Gaiman is a fantastic imagining of mythology in a modern world. I don’t recall Loki in particular, but Norse mythology is definitely involved.
Orson Scott Card also has a YA series that starts with The Lost Gate. The main character is a teenage Loki type character. The book is set in the modern world but also in an off-world location. There are Norse references, but there are also references to other mythologies as well.
