Looking for a book featuring a town that is “off,” but is treated as normal.

Something with that Twilight Zone/Twin Peaks/Welcome to Night Vale/“Am I the only one weirded out by this?” vibe. I’d be okay with either the POV character as a fish out of water or them being a resident and everything seeming normal. But I want a town/situation where the bizarre is presented rather matter of factly and people go about their business without thinking there is anything unusual about anything they see.
