It kills me to look out at the world and see so many violent criminals who wreak havoc, injury and murder on others' lives without reaping the karma of their actions or being prevented from ever doing it again. Please suggest me a book in which the government, rouge law enforcement, vigilantes, and/or superheros/antiheros come up with a plan to protect society by hurting those who intentionally hurt others, doling out punishments up to and including death.
