What I mean by that; I want a story where the villain is genuinely terrifying by being consciously unreasonable. They are aware that they have bad intentions and solely act on them for the sake of satisfying themselves, without there being any ulterior motive other than boredom. I consider those villains – never antagonists, because their goal goes against everything and everyone, there's no philosophy behind it – truly scary and very intriguing to witness.
Bonus points if it's written from the POV of a person who behaves that way.
