I do not personally feel this way about this book it is one of my all time favorites haha, but what you are describing is a common complaint I see about it so figured it fits, it also heavily focuses on the protagonists internal feelings etc.
The Goblin Emperor by Katherine Addison
Stoner by John Williams is the classic nothing happens book. Though I loved it and didn’t find it boring there is very very limited ‘plot’ happening.
