15 ish years ago I read a YA book about a magician girl

I only remember two scenes;

The young magician girl is in a classroom and causes it to rain inside the classroom. The teacher tells her to think about dry toast. She then put in advanced classes.

There are iron dogs chasing her, the dogs are rusting. She finished the rusting.
