I had recently been to Cellular Jail Museum in Andaman Island, where some old records were on display. The administrators of the prison had meticulous planning from how thick the uniform should be to how hard the "bed" should be to how long prisoners must work, all designed for maximum discomfort. To be a prisoner there would have been a prisoner first and foremost to these documents of policy and administration that despite being mere words were in control of everything within those walls. I want to read a novel (possibly a long and complex one) where the primary antagonist is not a person but the policies or particular place they are living through.
