Fiction set in large bureaucracies

I really love large government institutions (let’s just leave that for later psychoanalysis). I really loved the Frank Moorhouse ‘Edith trilogy’ set in the League of Nations, so am after anything like that (e.g. UN). I like historical fiction but am not fussed about time period or topic, just not into fantasy or science fiction. Thank you!
