I hope this isn't cheating, to ask for a series rather than an individual book ….
Do you know of any fantasy book series like this?

It isn't a single story split into volumes, but rather each volume is a separate story set in the same world

No stereotypical fantasy creatures like dragons, elves, etc (magical people like wizards, witches, magicians are okay.)

The magic is very low-key, to the point where you might occasionally question whether it's even magic, or is the person just very lucky/skilful/knowledgeable/led by fate.

A witty narratorial voice, but with plenty of emotion and even angst.

A beautiful world to immerse yourself in.

Bonus if each book is in a different genre eg Book 1 is a romantic comedy Book 2 is a political satire, Book 3 is an adventure story, Book 4 is a lyrical idyll, and so on.
I know there might not be anything exactly like this, but even something in a similar ballpark, or with a similar vibe, could be mentioned.

try terry prachett s discworld
Terry Pratchett’s Discworld seems perfect.
Discworld has already come up, but that does have explicit magic as well as occasional elves and dragons. I still think it’s good but it’s not exactly what you’re looking for.
Some of Guy Gavriel Kay’s stuff might also work. The world that includes *The Lions of Al-Rassan*, *The Last Light of the Sun*, and *The Sarantine Mosaic* is different stories in different places rather than an ongoing plot and magic is rare enough that most people don’t believe it exists.
The Singing Hills Cycle by Nghi Vo and Wayward Children by Seanan McGuire are exactly that
