So over the years I've really liked:
A Confederacy of Dunces by John Kennedy Toole
Anxious People by Frederick Backman
Midnight in the Garden of Good and Evil by John Berendt
Not quite the same but
Eleanor Oliphant is completely fine by Gail Honeyman
All of these are bit chaotic, humorous, and most are brimming with an entire cast of oddballs and weirdos.
Any ideas?

Christopher Brookmyre’s Jack Parlabane thrillers
The Eyre Affair by Jasper Fforde (and the series that follows) is filled with quirky, fascinating characters and the plot is a madcap adventure through fiction. It’s so funny. Love it.
Skinny Legs and All by Tom Robbins. Apart from quirky humans it contains a group of very funny inanimate objects.
