A book with a good villian

Looking for a book with a really good, compelling villian, high stakes, a protagonist that's not just "the chosen one".

For example, I really loved Attack on Titan because the characters were so complex and there were so many perspectives for why the characters did what they did and how the result was a culmination of the choices of others over thousands of years.
