Looking for a book for a 13yr old like h.i.v.e with a focus on the villains

My son loves a good baddie. I’m looking for a book with a focus on the “evil” side of things. I’m imagining dr doofensmirtz from phineas and ferb but slightly less cartoonish. Hope it makes sense!
