As I recall, some of the unrest and displacement in American War (Omar El Akkad) is climate related. It’s been a couple of years since I’ve read it, so not sure how central that is to the story.

I enjoyed The Light Pirate – Lily Brooks-Dalton can really write. It’s a bit further down the road (and possibly more optimistic than you’re interested in) but A Half-Built Garden by Ruthanna Emrys was also excellent. The future-set parts of The Actual Star might also be of interest.
I haven’t read it, so I can’t be 100% sure it fits what you’re after, but I’ve heard good things about The Deluge by Stephen Markley.
