A book that has realistic depiction and heavy focus on the deliberations of a political council for a government

I often see political councils in fictional stories but I have no idea if they're deliberating realistically or are just talking nothing like how actual deliberation takes place. I'd like to read a book (either non fiction or written by a person who knows what they're talking about) that has heavy emphasis on political council deliberation (or at least a a government body in a room debating for a long time about some sort of conflict resolution regarding a third party, economy, or some other disruption to daily life)
