    Basically all books about animal shifters treat them as humans who happen to be able to shift to a animal of some kind.

    Recently I started reading the Legend of all Wolves series by Maria Vale and was quite intrigued by her interpretation of shifters, where the protagonists are Wolfs that just happen to be able to shift to a human form.

    Are there any other books that fit into that spin of this pretty rigid genre?

    Ideally light on romance but not a problem if it contains some as long as its not 99% steam with no actual action at all.

    1. Anne Bishop’s The Others, beginning with *Written in Red* might be close enough.

      The Others (who are not limited to shifters, but are most prominently represented by them) are Others first and foremost, whatever their predator form is second, and if they have a human form, that’s a distant third.

      There’s also Faith Hunter’s Jane Yellowrock series, beginning with *Skinwalker*, about a shifter who can take many forms, but shares her body (and occasionally control of her body) with the soul of a panther.
