I’m looking for books (or scenes in books) that focus on the details of threat mitigation / crisis management from the point of view of decision makers. A situation room kind of book, where a serious threat is discovered and the appropriate response has to be figured out by a committee of people in the know (e.g. top officials of the us government, the nsa, CIA, …).
Preferably the threat would come from an intelligent foe (e.g. aliens, a terrorist group, …) rather than, say, a natural disaster, to make the situation more interesting and centered on figuring out the right strategy.
