All the pirate media I’ve consumed has captains who are basically lords, and to mutiny against them is a wicked, treacherous thing. Sometimes there is even a pirate king.
I’ve read that many pirate ships operated under a contract, and the captain and quartermaster were elected positions. Powers were distributed between the two.
Is there any fiction that features elected captains and quartermasters?
