Unfortunately not a book but a series. Julian May’s Pliocene Exile and Galactic Milieu series (which all fit together, 9 books in total), has at its core certain characters’ emotional/mental problems being exacerbated when they gain power — in this case, the worst kind of power: psychic powers like telekinesis and coercion. Many of the “villains,” including the really “Big Bads” of the overall series, are not evil but abused, neglected, emotionally stunted or unstable; one is an actual case of dissociative personality disorder.
