    1. For non-fiction, you can’t go wrong with *The Perfect Storm* by Sebastian Junger, *Isaac’s Storm* by Erik Larkson, *Inside the Hurricane* by Pete Davies, and *Sudden Sea* by R.A Scotti.

    2. Sci fi where storms and severe weather are a big part of the setting:

      * Planet of Exile, The Left Hand of Darkness, and The Dispossessed by Ursula K. Le Guin. It says they’re part of a series, but you can read them in any order.

      * Dune

      * The Snow Queen by Joan D. Vinge

      * A Thousand Words for Stranger by Julie E. Czerneda. Lots of travel between planets, each with their own unique weather, sights, and smells.

      The Terror by Dan Simmons. Historical fiction/horror about two ships in the 1800’s who’s crew were searching for the Northwest passage and got stuck in the ice.

      Lou Cadle has several stand-alones about weather and disasters. Also has a post-apocalyptic series called Gray

    5. Definitely The Stormlight Archive series by Brandon Sanderson, starting with The Way of Kings. Fantasy set on a continent dominated by significant storms, with some really vivid storm descriptions throughout.

      A Study in Drowning by Ava Reid is set in a rainy ocean village, and at the climax of the book there’s an enormous storm. Definitely has the gloomy vibe you’re looking for!

      The Winners by Fredrik Backman! It is the third of a trilogy though, but the other two (Beartown is the first) are amazing and have great descriptions of the town and weather as well!
