Free and low cost online library cards

Hello, i don’t know if this is the right place to ask-

I currently use Libby for most of my reading and I have 4 library cards there. It was working pretty well until i started searching for books that none of my libraries had.

So now I’m looking for libraries that online cards for non-residents for free or for a relatively low cost. But I am willing to pay more for libraries that have a large collection of books or are connected to different libraries. I would also like if these libraries had a large collection of international authors as well
