What does this quote in War & Peace mean?

Hey everyone, I hope this is the right community to ask this question. I’m nearing the end of War & Peace and came across a quote which is puzzling me. What is the meaning of this simile? I can gauge the general concept, but I’m hoping someone here might have better insight. Cheers!
