I’m looking for a book kinda like LA Confidential, Chinatown and true detective. A murder mystery revolved around organized crime or local government corruption like you’d find in a noir film
LA Confidential was written by James Ellroy who made a career out of writing exactly those kinds of books.
Ignoring your requirements of organized crime and government corruption and focusing entirely on noir (that may or may not have those aspects), here are my favorite noir writers:
Dennis Lehane (Mystic River is amazing. His Kenzie & Gennaro books, starting with A Drink Before the War are also excellent.)
Nic Pizzolatto (the creator of True Detective) wrote Galveston. An excellent piece of noir fiction.
Daniel Woodrell leans more into straight crimes, but definitely has noir vibes.
Charlie Huston is my favorite author. He calls his genre “pulp noir”. Caught Stealing is a great place to start. If you’re interested in an interesting noir take on a different type of story, check out Already Dead.
