For a lot of the book the villain seems to be either Margaret White or Chris Hargensen, but by the end you could argue that Carrie herself is the villain. A lot of the story is from her perspective so she starts out sympathetic, but in the end she massacres her classmates at the prom by burning them alive, even those who were innocent, then she destroys the entire town, and the book makes clear that she knows exactly what she’s doing and enjoys it. The book also shows she’s had violent fantasies about murdering her bullies for years which makes it seem even more premeditated, and while the bullies were awful to her it’s debatable if they deserved to be murdered like that. Who do you see as the villain?

I’d say it’s all three. You can argue that Carrie was driven to what she did, but it’s still horrific, and like you said, she knew what she was doing.
Child Protective Services (or lack thereof)
Carrie’s mom
The mother!!
I see the mother as a main villain. Her abuse formed Carrie. The society and culture that protects Carrie’s mother and her religion is another villain. The school culture that protects students that bully other students, all of these are the villains.
