I’m looking for a story about some kind of disaster – man made or otherwise – where one group predicts it will happen with increasing urgency, and another group believes the very idea that it would happen at all is absurd.
But the twist is that, as the reader, you have to try and understand if the event ultimately happened because of failure of imagination by too many people, or if a growing mass of panicked, delusional people acted in a way that turned the event into a self-fulfilling prophecy.
