That sounds like stonepunk, which is like steampunk but based on the prehistoric era instead of the Victorian era. But I don’t know enough about the genre to be able to recommend books, sorry.

Not sure if that would exist, as I’m not sure Indigenous people would want to “develop” America.
Exhausting/exploiting natural resources is a pretty Eurocentric behavior.
