I want to write my undergrad final assignment on decriminalizing drugs, but I would like a book on first hand experience with abusing drugs (preferably in the eastern Europe area, but it isn’t mandatory).
It will be hard to find this (rare book) but try Lanre Fehintola, *Charlie Says Don’t Get High On Your Own Supply* – it’s about the drug culture of Afro-Caribbeans in northern England. He’s pretty hard on himself as well as on his friends, there’s none of the self-glorifying romanticism you get in a lot of drug memoirs.

Zoo Station: the Story of Christiane F. tells the real-life story of teenager Christiane’s descent into heroine abuse and prostitution in 1978 West Berlin (so not Eastern Europe but just on the other side of the wall).
A hard read but very memorable.
