Lady Trent memoirs by Marie Brennan. Set on an alternate 1700-1900s style world it follows a woman who wants to study dragons. The author is an anthropologist, and the books really shine with the quality of the world building and the depth of the cultures the protagonists meets on her travels.

Legends and Lattes by Travis Baldree
The Cemeteries of Amalo series by Katherine Addison
The Penric and Desdamona novellas by Lois McMaster Bujold
Nettle and Bone, Swordheart, Thornhedge, Bryony and Roses, mostly the Saint of Steel books by T Kingfisher (note: some of these are romances, but they all also have other plot things happening)
The Goblin Emperor by Katherine Addison does deal with political struggles that often have the threat of war in the background and with a far away war, but it’s about and focused on the main character and his journey through court politics
