*Arguably* The Snow Queen by Joan D. Vinge. This is a sci fi setting so there’s no magic, but there are some individuals who form a network based on nanomachines in their brains, and under certain circumstances, someone’s mind will taken over another person’s.

Sounds like you’re after a pretty specific genre of fiction or manga. “[The Devil Is a Part Timer!](https://wydgetlabs.com/?red=https%3A%2F%2Fwww.amazon.com%2Fdp%2Fs%3Fk%3Dthe%2Bdevil%2Bis%2Ba%2Bpart%2Btimer%3F%26psc%3D1%26linkCode%3Dll1%26tag%3Damznwydget-20%26th%3D1%26language%3Den_US)” immediately pops into my mind. It’s a unique manga series where the main character, who is a devil lord, sort of self-possesses to live in the human world. He actually ends up working part time at a fast-food joint, which leads to tons of chaotic hilarity. He does some good stuff too. Besides that, you might also like “[Soul Eater](https://wydgetlabs.com/?red=https%3A%2F%2Fwww.amazon.com%2Fdp%2F1646090128%3F%26psc%3D1%26linkCode%3Dll1%26tag%3Damznwydget-20%26th%3D1%26language%3Den_US),” where characters let spirits possess them to gain power. They definitely take action and do goodstuff while possessed.
